香港赛马会北京会馆10日举行开业典礼，国际奥委会主席罗格、香港特区ZF政务司司长唐英年等贵宾出席了这一庆典。这是香港赛马会在香港以外开设的唯一一家会员俱乐部，但是跟香港的会所不同，这里并不提供任何与DM有关的信息与服务。

: P+ T7 B% U9 T8 Q: P) r1 c 针对会所是否会通过内部的信息系统为香港暂住会员提供赛马信息和服务的疑问，会所总经理唐小尧说：“不会。绝对不会。DM在这里是违法的。我们的会员必须遵守这里的法律。”据记者观察，这里的餐厅和咖啡厅、酒吧等场所，也根本没有像香港的会所那样安装观看赛马比赛和展示赔率的电视系统，更别提下注用的机器和收银系统。

0 I( B0 i2 j; F* e 总建筑面积38000平方米的北京会所外观上更像一座宏伟的皇家宫殿。它坐落在北京中心地带的王府井商圈。同周围高耸的现代化建筑相比，它显得有些鸡立鹤群，只不过这只“鸡”不是普通的鸡，而是只身价高贵的金鸡罢了。1 ]8 j0 f( U& E, D3 F1 B9 |& f

香港赛马会主席陈祖泽说，北京会所的主要服务对象是香港的会员，将来也会在内地招收一些新会员，入会费用与入会资格与香港会员大致相同。# f- D j9 O1 v4 j `! t" f- `

据了解，香港赛马会的会员总额将受到严格的控制，而要想成为其会员仅仅“趁钱”是绝对不行的。香港赛马会招收会员的一项传统程序是审查申请人的社会名声。香港赛马会目前拥有24000名会员，其中有一个由200人组成的专门机构，负责对新会员入会的资格进行审查。香港特区行政长官曾荫权、政务司司长唐英年、长江实业主席李嘉诚，以及许多著名的专业人士、高级知识分子、社会贤达等都是香港赛马会的会员。4 Q1 I, t5 K( K/ r0 t5 m

香港赛马会是1884年成立的一家私人会所，是世界上独一无二的非营利赛马机构。它也是香港最大的慈善机构，最大的单一纳税机构和最大的用工单位。香港赛马会的收入除了支付中奖彩民的奖金、纳税、捐赠慈善事业外，仅留一小部分供自身的运营与发展使用。虽然马会有董事会，但是董事们都是由社会名流出任的志愿者。他们义务工作，不仅没有分红，很多时候还要自己往里边贴钱作贡献。只有董事会聘请的总经理和总经理以下的雇员，才能领到薪水。9 d6 j! ]. s+ c, b" h9 W: M
