台北1月13日电／台湾争议十六年的离岛设置博弈事业终于“开门”，博弈条款不仅见证了两次政党轮替，“立法院”与“总统府”也是ZZ与财团势力角力的竞技场。4 m: d* [2 O/ B2 [) J
联合报报道，两千年第一次政党轮替，“内政部长”张博雅爆料，陈水扁支持在离岛观光饭店设娱乐城，经营美国拉斯维加斯最大饭店的威尼斯人集团总裁安德森专程到澎湖勘查，并在台湾企业人士的牵线下面见陈水扁。这也是博弈条款讨论以来，第一次有相关业者进到“总统府”表达“意见”。
. T+ h% b' t `& `( c. i 号称不沾锅的马英九在竞选“总统”期间前往澎湖参加“澎湖博弈与直航的展望”座谈会时，公开表态支持。昨天表决支持的国民党“立委”私下表示，若不是马英九，这个法案要过恐怕还有变数。1 ^6 W/ x) t4 s( X
“立法院”是财团游说的另一个重要舞台，澎湖从一九九三年就争取设置观光娱乐城、推动博弈条例，财团与民意代表除向当时的省ZF游说，还请出当时“立法院长”刘松藩出席公听会，探讨澎湖设置观光娱乐城的可行性。当时民风保守，“立法院长”出席娱乐城设置公听会的“创举”，让执政的国民党“立委”傻眼。
2 K/ T+ J! S* X% p 有意在澎湖投资经营观光饭店及娱乐城的业者，在第五届“立院”产生后，将游说对象锁定执政党“立委”，并曾安排“立院”党团干部听取简报。/ a, X: h8 d& _3 m1 L) A& o
民进党天王谢长廷、苏贞昌担任“行政院长”时，都曾触及开放博弈事业，谢长廷并打算支持博弈条款付诸表决，以换取无盟支持“行政院”，但当时党内反对博弈条款声浪高；民进党团最后还是反对，博弈条款并没有拿出来表决。
) }% v" H7 ]4 i. Y* l 接任的苏贞昌指示“经建会”副主委张景森在“观光发展条例”中订定博弈条款，张景森并选定在本岛的云林、嘉义、屏东等中南部三县市规划设赛车、赛马场，这项争议政策在党内掀起波澜，后来也不了了之。 |
