韩国政府计划今年制定稳定币监管法案，并引入数字资产现货 ETF

比推消息，韩国政府计划在今年制定包含稳定币监管体系的《数字资产（虚拟资产）第二阶段法案》，并将同步推出与该法案联动的跨境稳定币交易监管方案。此外，数字资产现货交易所交易基金（ETF）也计划在今年内引入。
政府于 5 日发布了包含上述内容的《2026 年经济增长战略》，主管部门为金融委员会。首先，金融委员会将推进数字资产第二阶段立法。针对稳定币，预计将包含以下内容：· 发行许可制度（资本金要求等）· 储备资产管理（维持发行额 100% 以上）· 赎回请求权等。同时，还将制定与该法案联动的跨境稳定币转移及交易的监管方案。主管部门为金融委员会和财政经济部。
考虑到美国、香港等其他国家和地区比特币现货 ETF 已实现活跃交易，此次计划也包含今年内将允许数字资产现货 ETF 的内容。此前在韩国国内，由于比特币等数字资产未被认可为 ETF 的基础资产，无法进行现货 ETF 交易。
除稳定币外，政府还计划推进到 2030 年将四分之一国库资金以数字货币，即所谓“存款代币”形式运用的方案。政府表示，将在审查试点项目成果后修订《韩国银行法》、《国库资金管理法》等，并于年内建立基于区块链的支付结算法律依据。此外，还计划推广可用于业务推进费等支付结算的电子钱包。
